O R D E R
Subject : Constitution of
the 'Spectrum Management Committee'.
Based on the recommendations of the Group on
Telecommunications constituted by the Prime Minister it has been decided to constitute a
'Spectrum Management Committee'. The Committee would comprise of the following :
Chief Signals Officer, Lt. Gen. P. Gokaran
Dr. N. Seshagiri, DG, NIC
Wireless Adviser to the GOI, Shri R. N. Agarwal
Joint Communications Electronic Staff, Shri S. K.
Chakravorty
2. Spectrum Management Committee
would have the following terms of referece :
To review the present practice and procedures in
regard to spectrum allocation and suggest means for optimising its utilisation, by
treating spectrum as a national asset.
To evaluate the extent to which, based on alternative
demands, increased spectrum can be made available for supporting Government's new
Telecommunication Policy to achieve high teledensity with enhanced competition.
To match the country's Spectrum Policy with best
international practices and the requirements of the ITU.
To assess the opportunity cost for effecting
efficient spectrum utilisation.
To suggest an orderly transition path along with
likely cost as well as suggestions for meeting them over a medium term.
3. In making the aforesaid
recommendations the Committee could hold discussions with other officials and departments
as well as interact with knowledgeable people as considered appropriate.
4. The Committee will submit its
recommendations to the Group on Telecommunications by 24th December, 1998.
5. The Committee would be serviced by
the Office of the Wireless Advisor, Ministry of Communications.
