NOTIFICATION

Subject: Appointment of Task Force on Infrastructure – modification regarding.

In continuation of this Office’s Notification of even number dated 30-10-1998 regarding the appointment of Task Force on Infrastructure, a copy of which is enclosed, the Prime Minister has directed that Shri K.C. Pant, Deputy Chairman, Planning Commission shall be the Chairperson of the Task Force on Infrastructure.

Shri Jaswant Singh, Minister of External Affairs and Minister of Electronics, and Member, Planning Commission, shall be a Member of the Task Force on Infrastructure.

NOTIFICATION

Sub : Appointment of Task Force on Infrastructure

Government has decided to constitute a Task Force on Infrastructure with the aim of attracting investments of specific projects of national and regional importance, and ensuring their timely completion. To begin with the Task Force will deal with projects announced by the Prime Minister on October 21, 1998, namely:

  1. Six lane expressway of 7,000 km. Length, having North-South and East-West corridors,

  2. Four-laning of National Highways, and

  3. Five world-class international airports

The composition of the Task Force will be as follows:-

Shri M. Thambi Durai Minister, Surface Transport Member
Shri Ananth Kumar Minister, Civil Aviation Member
Shri Deepak Parekh Chairman, IDFC Member
Shri Anand Mahindra Managing Director, Mahindra Ford Member
Secretary, Ministry of Surface Transport Member
Secretary, Ministry of Civil Aviation Member
Shri N K Singh Secretary to PM Member Secretary

More members may be inducted in the Task Force subsequently if need be, specially when new projects in different sectors are taken up.

Terms of Reference

  1. To determine the routes for the expressways and National Highway, and establish technical parameters thereof;
  2. To identify and recommend locations for the airports;
  3. To establish benchmarks and criteria for the airports;
  4. To recommend financing options for express way, highways and airports;
  5. To recommend cirteria for competitive bidding and selection of (EPC) contractors;
  6. To recommend measures as are necessary for timely completion of projects including governmental clearances; and
  7. To oversee and monitor timely implementation of the projects.

The Task Force may be assigned such other tasks as may be found necessary from time to time.

The Task Force will be serviced by the Infrastructure Development Finance Corporation, in cooperation with the Planning Commission. The Ministries of Surface Transport and Civil Aviation, will render necessary assistance to the Task Force.
